Outside the United States there are hundreds of millions of cases of mosquito-borne diseases. It's just huge in terms of the magnitude.

Since the first North American case was confirmed in 2003, Canadian and American experts have maintained that we are dealing with a low level of the disease and a small number of additional cases could be detected. Using 1990 as the base year, Canada's emissions are now 24 percent higher, while the United States is up by 14 percent. The United States' performance is superior to Canada's, even though it is outside Kyoto.

The big issues obviously on the table will be border issues. Mexico and Canada are concerned about some of the steps the United States is taking in terms of the identity card and requiring U.S. citizens to have passports now when they travel into Canada and come back.

Free trade has been very good for the Canadian industry. Canada and the United States had established a free, transparent, and competitive market in beef and live cattle.

Declaring that the Medicare insurance program is superior to Canada based on 5 cases is statistically inappropriate and completely unrealistic. If additional drugs were added to each patient example there would likely be 3 out of 5 enjoying better savings from Canada. The solution for each patient is a moving target that leans either way depending on where they live, what drugs they take and which are covered. Our own analysis of hundreds of patients reveals Canada offers the better deal 75% of the time. That's the reality.

This shows that feed restrictions in place in Canada, and similar restrictions in the United States, are simply not adequate to control the spread of this disease.

Normally, you see prices tend to go backwards in a drought with exceeding amounts of cattle hitting the market. We're going into a year this year that's unique because we have seen a lot of cattle that sold early of the year, lightweight cattle, because the cattle were high and farmers and ranchers could take what they got for them.

It's a delicate balancing act. I am sure that Stephen Harper wants good relations with President Bush and the United States, but any Canadian prime minister has to keep a noticeable independence from the United States or he loses credibility in Canada.

If the United States actually does the right thing -- that is, drop the duties and return our money -- the support package can be reviewed. Until then, the Government of Canada will stand behind our workers and we will keep reminding the United States of the need to respect the letter and spirit of NAFTA.
