While the court does not in any sense condone the irregularities noted by the trail court in the way the applications for absentee ballots were handled. However, these irregularities do not require the voiding of all absentee ballots.

We've said all along that federal law requires provisional ballots and the statute was crystal clear on that. This certainly calls into question whether the DOJ is gong to pre-approve the secretary of state's voter manual.
