They had the levees behind us and then the water started coming up. They have a lot of work to do. It is just like building a whole new city.

Obviously, we want to see the flood control along the banks of the river. We want levees that do their job. But building levees could be very expensive. It's a lot of work. So far, no one has stepped up to maintain the levees ... not the city or the county.

That's what is piling up that water. All of this flow is building up because it's being caught by something - shallow water or the levees.

If you can picture sort of a soup bowl, the city is located in the middle. And once the levees — sort of the perimeter of the bowl — are breached or overtopped, then that water gets in there and just can't get out.... It's like filling a bucket up with water. This is probably the worst-case scenario that we've all been very, very worried about for quite some time.

You can imagine the extraordinary force that a billion gallons of water has coming over these levees, ... It happened on a seven-mile stretch simultaneously.

We think something on the line of 3 inches over six hours would probably put 2 to 4 feet of water in the lower-lying sections of the city. ... The levees also are a concern. They would not stand any kind of significant storm surge.

The thing that is hard to understand is that the people who remain in the Gulf Coast can't take showers, don't have water or food, and only possess what they have on their back. My dad said that they barely got out alive. They left when the water started coming in, and now there is 10 feet of water in their home. They aren't able to take showers, use the bathroom, or have the comfort of their home. They just have each other, and the trust that we are coming with help.

It started with a fire in the building. A helicopter started to sprinkle water to put out the fire. Afterwards, the building collapsed.

I believe before they do anything substantive down there to rebuild, really rebuild, they should strengthen those levees ... otherwise, with hurricanes coming along, we could be right where we started,

When those projects started, the builders, the developers could not find the labor force. And as the word got out it traveled fast, and so people started coming. As people started coming, they said, 'Hey, there's a lot of work here,' and so that's what sort of triggered it.

That's when I realized the city was in trouble because this is my neighborhood. Ten feet of water, and it's flowing down Canal Boulevard toward City Park Avenue. It was not standing water. It was a torrent of water.

They have talked with us about various possibilities, including tearing the building down. If they do take the building down, they're going to work with the city to come up with a design that fits.

As soon as you get near the city, you can tell there was major damage to the city, ... The deeper you get into the city, a lot of the area is covered by water ? anywhere from curb height to 4 or 5 feet. Water is the real hazard.

We keep getting reports in some places that maybe water is coming over the levees. We heard a report, unconfirmed, I think, we have not breached the levee. I think we have not breached the levee at this time.
