Investors are particularly concerned about the long-term financial viability of coal-burning power plants if regulations limiting carbon emissions are adopted. There is little evidence that mandatory emissions caps actually work. For example, since signing the Kyoto Protocol in 1997, which mandates the reduction of carbon emissions, both Canada and Greece have seen a nearly 25 percent increase in emissions. According to the European Environment Agency, 13 EU nations that signed onto the Kyoto Protocol are on track to miss their 2010 emissions targets.

So far, China has set up community medical service centers in 95 percent of its prefecture-level cities and 86 percent of districts under municipalities and county-level cities.

Motor vehicles are New York's fastest growing source of greenhouse gas emissions. The vehicles that will be affected by these new rules account for about 35 percent of global warming pollution in the state. That's why we are here today, speaking in support of the new rules and introducing some of our Capital Region neighbors who already own low emission cars.

I suspect the county should be taking a look at this. The county has building codes. One would think that could be addressed at that level. There's the ability to do that on the local level.

Global warming threatens our health, our environment, and our economic security through projected changes in temperature, precipitation, and sea level. Curbing motor vehicle emissions is a tremendous step. Together with cutting emissions from power plants, this will make New York a leader in the fight against global warming.
