It's important that the world understands that this is not an Israeli issue, it's a world problem, and the world must stop Iran. Enrichment is a technology benchmark for development of nuclear weapons. This is likely to keep the world powers unified in their effort to stop Iran but it does not mean Iran will produce weapons anytime soon.

The U.N. Security Council would be hurting the world more than it was hurting Iran if it restricted Iranian oil exports. The United Nations might restrict other Iranian exports or limit Iranian imports of military equipment, but I don't see the U.N. Security Council imposing sanctions on Iranian oil.

Delving into Iran's export mix to see what possible disruptions may surface should the U.N. Security Council impose sanctions on Iran for non-compliant behavior, causing Iran to retaliate in the form of curbing oil exports, Japan is most exposed.

[But such conclusions in Tehran are a high-stakes gamble, as is likely to be any Security Council response. Numerous safeguard violations over the past 20 years means that] until Iran restores confidence in its nuclear program, it should accept limits on activities that are dual use, and have military applications, ... There is a very strong legal case, [but] Council members are going to be very reluctant to impose significant sanctions on Iran.

The next step is not clear. If the United States pushes for stronger actions against Iran, these targeted political and economic sanctions, and the Russians and the Chinese resist, then it is quite possible that the Security Council will be deadlocked. They will not be able to take any action. At the same time, that kind of scenario might lead some in the United States to argue that the Bush administration should take actions on its own. So we are moving in a very delicate phase here.

Referring the issue to the UN Security Council moves Iran a step closer to possible sanctions, which despite Iran's claims otherwise could lead to Iran halting its oil exports.

It acknowledges that the Security Council fully understands that this is the world's problem -- Iraq is the world's problem -- not just the United States problem, and that failure to secure the peace in Iraq would have significant consequences and ramifications for the region and the world,

Even a debate in the council, perhaps at the foreign minister's level, raises the ante and political tensions in capitals around the world that Iran is not meeting its obligations and appears to be developing an independent nuclear capability. It's not good news for Iran.

So while there is no evidence at all that Iran has any significant quantity of nuclear material or any nuclear weapons, Iran is a much more difficult nuclear issue to resolve for the United States.
