Telecom operators in China have developed a clear business model for streaming mobile video services over a 2.5G or 3G network. But unclear regulations need to be straightened out so responsibilities and value chain positioning can be settled; otherwise, market development will be inhibited.

Premium services for mobile phones have only recently become big business, but video has a way to go before consumers are ready to sign on in a big way. At this point, it's especially important for wireless operators, service providers and video content companies to understand the mindsets of mobile phone users if they want to position themselves well for future success in marketing video for mobile phones.

As carriers bring to market more sophisticated mobile services, such as multimedia messaging, video streaming and multimedia gaming, they must make them easy to set up and use to improve overall customer satisfaction and loyalty. Mobile device management plays a key role in achieving these aims while lowering costs of managing those services.

Today's telecom operators no longer need to build a brand new network for each new application. What they do need immediately is to develop an IP-based next-generation network, or IP NGN, which can adapt to present and future applications. It's a potentially huge market, but it's not a developed market. Telecom companies [in the U.S.] are bullish on China. They've been ahead of schedule for equipment manufacturing. But I don't know about the near term. China is still laying down phone lines.

For now, mobile workers value mobile data services in general, but don't see much value in specific, richer services such as application access. Subscribers need better handsets and greater network bandwidth to take advantage of the full range of mobile data services. The sooner 3G or faster networks are in place and mobile workers acquire handsets with more powerful processors, more memory, better screens, and keyboards, the sooner explosive market growth can occur.
