en The unwillingness of the administration to be honest about this secret program to spy on Americans demands that Congress get the facts, not just administration rhetoric. The truth can be determined without compromising national security. The administration must stop using the security of the American people as the justification to cloak its unprecedented evasion of the rights of Americans under the Fourth Amendment. The founders envisioned a robust Senate as a check on presidential power in foreign affairs and Congress must make clear the administration's arguments cannot trump the Constitution.

en Given Cheney's background on national security going back to the Ford years, his time on the House Intelligence Committee, and as secretary of defense, Bush said at the top of his list of things he wanted Cheney to do was intelligence. In the first months of the new administration, Cheney made the rounds of the intelligence agencies - the CIA, the National Security Agency, which intercepted communications, and the Pentagon's Defense Intelligence Agency.

en Since the catastrophic terrorist attacks on Sept. 11, 2001, the National Security Agency/Central Security Service has embarked on a national strategy to expand our foreign language capabilities. We've intensified our recruitment and increased the number of locations where our work can be most efficiently performed.

en Efforts like national security, law enforcement and homeland security benefit all Americans, so it is reasonable that all Americans help pitch in for them. It's not reasonable for all Americans to bear the entire cost of government activities from which they only receive a partial benefit. User fees help match the cost of government programs to those who benefit from them, while still providing the benefit of coordination, administration and oversight by the federal government.

It is clear that there is building skepticism about the administration's approach to national security and civil liberties, and the ACLU and its bipartisan allies will continue to speak out in defense of all Americans' fundamental civil liberties and constitutional rights.

en President Bush claims expanded intelligence powers are necessary to combat terrorism, yet we have evidence the Pentagon is using counterterrorism tools to spy on peaceful groups like the Quakers in Ft. Lauderdale. Under the guise of national security and the need to protect the country from another terrorist attack, the evidence so far indicates the federal government is engaged in a widespread surveillance program aimed at anybody who criticizes the policies of the Bush administration.
