At this time, the governor has sent a request to the Small Business Administration for a disaster declaration for Shelby County.

There's more homes in Shelby County that were impacted. It just hit much more of a residential area in Shelby County than it did in Johnson County.

Small businesses are the drivers of the U.S. economy. Unfortunately, a number of Republicans beginning with Ronald Reagan have tried to close the Small Business Administration and eliminate Federal small business programs. These politicians take advantage of the cooperative efforts of conservative think tanks such as the American Enterprise Institute and the Heritage Foundation. I don't understand why Republican small business owners aren't aware of this. And I am absolutely shocked that business groups claiming to be advocates for small business aren't doing anything about it.

My previous director used to say he would immediately file two forms in the event of a major earthquake. The first would be the request to FEMA for a disaster declaration, the second his retirement papers.

The policymakers and political leaders in Memphis and Shelby County cannot accept a business-as-usual mentality if they hope to rescue the sinking ship that is the Memphis-area business climate.

We're in preliminary discussions already with the administration on when that money will be needed, when will it be considered by the Senate, when the request will be submitted, ... These are issues that we are working hard to resolve to be sure that federal agencies, agencies that have the responsibility of responding to this disaster, have the funds they need to do it and do it right and to do it quickly.

I can't emphasize how grateful we are for the administration to make that request, particularly in tight budget times. That brings that overall request very close to the overall need, which is very commendable. So in this stage of the game, it's up to Congress.
