You would remember in October 2000 the court had given its judgement, it had told the government give me a rehabilitation master plan in three months...it is 2006 now, in six years it has still not even given a master plan and you are talking about rehabilitation. So, now in three months, how will rehabilitation happen? It cannot happen.

You have to have two plans. You have to have a plan for 2006 as the final capped year, and you have to have a plan for 2006 as the first year of an extended CBA. It's a different year. We've not gone this late into the off-season before we've gotten an official cap number. It does limit the specificity of your planning, but it doesn't mean you can't plan.

The new prescription drug plan is so convoluted. There is no way in the world someone 75 years old or 80 years old can figure out what is the best plan for them without any help. The [Medicare] Web site helps, but how many 89-year-old seniors do you know that have computers? Mah-jongg, maybe, but they don't have computers.
