The terrorists are seeking to provoke sectarian war, and Iraq needs a government of national unity in the face of this threat. Iraq is bleeding while they are moving at a very slow pace.

Though there will be tragedies we cannot prevent, we can improve our preparedness and response to reduce future loss and preserve life. And while we will work diligently to implement immediate improvements, it is important to recognize that the true transformation envisioned in this report will require a sustained commitment over time by the federal government as well as by state and local governments that have essential duties in responding to disasters.

The bottom line is this -- when it comes to helping Australians on the ground, the Australian government has failed miserably to persuade its closest friend and ally, the United States government, to allow Australian consular officials access to help our own people.

Let me underscore that the U.S. will not enter into dialogue in response to threats or broken commitments and we will not bargain or offer inducement for North Korea to live up to the treaties and commitments it has signed.

Australian soldiers were sent to fight in Iraq. The Howard government's neglect and turning of a blind eye meant that we funded their enemies.

The national unity government will need to implement a program that brings all Iraqis together, builds a happy future for the people of Iraq, and gets Iraq to stand on its own feet.
