I cannot understand why companies in the public sector go for the managed option.

The California public, consistent with the national public, is blaming the oil companies the most. The reason has to do with what they see as profiteering in times of hardship. When prices run up, the oil companies make more money. They're already having record profits. The public doesn't like that situation.
