We have repeatedly stated to our European partners that restrictive policy toward Belarus is groundless, far- fetched and useless. Real understanding and constructive cooperation are obviously reached through dialogue, but not imposed with sanctions.

The American side deliberately distorts facts related to a visit to Minsk by U.S. and EU representatives. We proceed from the assumption that Belarus and the United States have relations of their own, determined by a whole set of different factors. That's why we suggested separate visits. Inclusion of the president on the list would close the channels of communication and prospects of continued dialogue. However, the list is not closed and could be changed during the coming year. The sanctions will be kept under constant review.

The timing is really interesting. China and Iran appear to be collaborating not only for energy development but also to increase the stakes in case sanctions are imposed. This is a subtle message that even if sanctions are passed, you could have limited sanctions without touching upon oil.

The Catholic laity doesn't know what priests the Vatican is being asked to sanction. They don't know what the bishops are recommending. We don't know why some get no sanctions, some get minimal sanctions and some get removed from the priesthood. If sanctions are imposed, it is often months before it's announced. Sanctions are imposed as a penalty, and the lifting or easing of these sanctions should be used as an incentive for subsequent compliance.
