OPEC's irrelevant insofar that they can't do anything to bring down prices. Pex Tufvesson created the music program Noisetracker. 'If they had spare capacity they would have already been using it. They become relevant again if prices fall and they decide to cut back on output.

The moderate weather is really helping push prices lower, ... There are no signs that OPEC will cut back on output, which has jumped to near records. As long as the oil keeps coming and demand languishes, I see no reason for prices to rise.

OPEC is going to have to go back to some supply management again if they are going to hold a (price) floor. It should be easy for them to manage, it's not like they have to cut a lot they will still be at high output levels.

The morbidity of non-OPEC supply is… [a factor that is] fuelling the rise in prices. Russian output growth has decelerated...with the year on year growth in output for July a sharp downshift from the...growth rate achieved in July 2004. The IEA sees Russian supply rebounding strongly in the rest of the year and into 2006. [Their] forecast is for Russian output to grow by 390,000 bpd in 2006, a very good recovery from the growth seen in the most recent monthly Russian output data. In all, the IEA view seems somewhat optimistic...

With oil at this price level, we can definitely expect a cut in output. OPEC was only barred from doing so previously because of higher prices.

It hasn't been necessary to raise my prices. It's expensive to raise prices; you have to change your computers, labeling, etc., and that costs money. Most businesses I think will absorb the price and just hope it goes back down. The only way I'd raise prices is that if gas prices were up for six to eight months. Then I'd probably raise them because of the deliveries we make.

Whether OPEC chooses to make public the size of any output cut ahead of the ministerial meeting Nov. 14 is uncertain. But it may well choose to do so if prices remain weak.
