It is make or break time, ... It's crucial in the next few days and weeks leading up to Hong Kong that there be some reconsideration by those countries that still haven't made sufficient market access offers for agriculture, in particular the European Union.

My frank assessment is if we can't pull it together next week ... then it will be very difficult to pull together other areas like services and nonagricultural market access in time for a successful Hong Kong meeting,

There is still an entire year ahead of us when we can work aggressively to have a successful Doha round. We are committed to doing that.

I do believe that the promise of Doha hangs in the balance. I believe the time is too short for us to have wasted weeks, and I believe that unless we see progress soon, it will be very difficult to envision a successful Hong Kong meeting and a successful completion of the round at the end of 2006.

Brazil and the European Union share understanding on what we want to see in domestic reforms in agriculture both in the EU and the United States and increasingly share understanding in market access as well on agriculture.
