I think what's happened here is the Republicans are smarting under the charge that they've raided the Social Security trust fund. Their proposal now purports to stop ... the so-called raid. If there's any raid, it's one they've conducted,

I got a can of Raid and took care of it, ... I love Raid.

This bill is the largest raid on student aid in history. At a time when millions of American families are struggling to keep up with skyrocketing tuition costs, it is shameful for Congress to raid student aid in order to pay for tax breaks for the wealthiest Americans.

If there are attempts to raid defense for lesser priorities, or to raid homeland security for lesser priorities, then we'll resist that. And I think pretty strongly. So, I think that's the difference between last year and a wartime era.
