Saddam is trying to tap into religious sentiment among Iraqis, especially Sunni Arabs, by appearing to be a humble, pious man. He is trying to portray himself as the one being oppressed, rather than the oppressor.

You may say that the Iraqis are overcompensating for Saddam's deceptive pro-Arab slogans. This does not justify what is happening, but might explain it. Saddam used to give the Arabs privileges in Iraq while depriving the Iraqis of similar privileges. There is a reaction in the street and it should be contained. We cannot turn our backs on our Arab milieu.

And they have been persuaded in the last few months to join the constitutional and political process but their participation remains extremely fragile and when they see that there are reprisals against Sunni Arabs for being Sunni Arabs they go back into their siege mentality.
