The Shiites in the south and the Kurds in the north would need to join together, but the Kurds are more interested in independence. Iran, Syria and Turkey are unlikely to support an independent Kurd state because of their significant Kurdish populations, and others in Iraq will not support overthrowing Saddam if they think it will result in a breakup of the country.

Iraq's Kurds are an active part of Iraqi society... and Arabs consider them as brothers. The identity of Iraq cannot be defined in such terms,

We need a regional strategy that persuades Iraq's neighbors to wield their influence with the Shiites, Sunnis and Kurds for political compromise. They will do it, because no one other than the terrorists has an interest in Iraq descending into civil war,

Democracy in Iraq will be an example that the Arab population will look to with great interest. And some Arab governments are concerned about democracy in Iraq, not because Iraq will be an aggressive state against them, but rather by the example that will be set by a successful federal democratic state in Iraq.

I wish that all Iraqi Arabs, Kurds and others vote 'Yes' to the draft constitution which represents their ambition to build a democratic, federal, united and independent state,

As Americans, we need to be concerned not only about another humanitarian tragedy for the Kurds of Iraq, but also about the potential resurgence of Saddam Hussein as a menace to the peace and stability of this vital region,

Kurds want to remain in Turkey but they want the country to be part of the EU. If they see that Turkey doesn't go down that road and they see increasing levels of freedoms in northern Iraq, that will be attractive for them.

I do think this is different than federal Pell Grants. I think putting a limit of five years on Pell Grants is a mistake. It pains me to see us spending so many resources on a war in Iraq and cutting back on essential things back home, like providing loan money for our students.

For Iraq, it's very clear that Saddam Hussein deprived many people of their nationality - particularly the Kurds. What we would like to see in the negotiations on the constitution is to ensure ... that it is not possible to deprive a person of his or her nationality on grounds linked to religion or other factors.
