The City Council has agreed storm water is something we need to address. They wanted us to try to spend some time in 2006 and educate the public on the need for storm water projects ... and how we might be able to fund them.

Storm water is a source of pollution, because there are pollutants in our environment that the storm water picks up.

When you have a storm which is a direct hit, putting water down in the quantities that hit storm Katrina dumped on New Orleans, there is nowhere for the water to go except in that basin and fill that basin up.

Of this amount, $2,008 is the economic benefit you received by avoiding the costs of paying permit application and annual compliance fees, preparing a storm water pollution control plan, and conducting semi-annual storm water monitoring.

The water temperature up here was 57 degrees over the weekend. That's just about bedding water. The fish here don't know what to do. And with the cold weather settling in this weekend, they will probably go deep again, until it warms up.

It really screws up the water, ... You have a storm like Ophelia, that just sat out there and spun around for days, and it churned the water up from the surface to the bottom, and all of our water became murky. And murky water isn't conducive to holding baitfish and game fish. It can take as long as three weeks to settle back down and clear up. It's still murky out there.

This storm is going to have a statewide effect. This is not a coastal storm, ... we are talking about a 30 foot wall of water. Take this seriously.

All the pressures are related to development. More people need more water. They generate more water. They generate more storm water. All of those things can be managed. All of those problems have solutions, but some ways are better than others.

As I remember it the worst of the storm had passed when we got word the floodwall had collapsed. It could have been when we were experiencing westerly winds in the aftermath of the storm, which would have been pushing water against it.

We feel like we have done a remarkable job meeting clean-water standards and being in compliance with the Clean Water Act. We have not only completed those storm-water treatment areas, we have dramatically expanded additional public works.

When we get a big rain, the water comes up and spreads over the orchard. Sometimes we can be 50-75 percent under water. When this happens we can't get our work done, but we can put up with it until the end of February. Then we have to get back to work. When there are breaks in the storm, that allows the water to drain and we can work around that. But when it is just continuous, then we get in trouble.

The natural vegetation along the wash slows the water down and cleanses it. It improves the storm water.
