We didn't want our system so stuffed with nonviolent offenders that we were paroling violent offenders. What makes sense is to use those resources for your most violent offenders.

As we increased the riskiness of a target, the neurons' activity would go up in the same way the monkey's frequency of choosing that target would go up. It was amazing the degree to which the activity of these neurons paralleled the behavior of the monkeys. They looked like they were signaling, in fact, the monkeys' subjective valuation of that target.

There was remarkable enthusiasm of the staff and response of the public. The new name -- New Castle County Community Activity Centers -- gives ownership to the community.

What we've learned from the British experience is that if people are admonished to notify authorities of suspicious activity or abandoned parcels, if you then readily have communications systems for them to do that -- telephones that are marked -- and you provide rapid response when reports are made, then in effect you have closed the loop.

The viciousness shown in shooting helpless animals must not go unpunished. Area residents have reason to be concerned. According to leading mental health professionals and law enforcement agencies, perpetrators of violent acts against animals are often repeat offenders who pose a serious threat not only to other animals but to the community as a whole.

This is a deeply concerning issue and we hope that through sharing information between our services, we can better understand these recent events and work to identify a response to support our community and our young people,

[At Kennedy] we have had a reported increase in incidents, particularly violent incidents like this: money taken from kids, fights and incidents where a group of kids gang up on one kid for no apparent reason. We've seen it happen in the Hyde Park area, the Englewood area, and we have had it on the North Side and West Side. When these incidents pop up, we take a no-nonsense approach. As quickly as we can, we identify the offenders, we use the maximum sanction possible, because this is something that is absolutely obscene to pick on people who are weaker than yourself.
