For the first time there are limits on the government money. All the cost overruns are on the teams. That's a cap. I call it taxpayer protection. After the three-eighths cent tax, everything else is on the team.

If you're not 100 per cent familiar with the territory, this can be a very good idea. An architect or a surveyor will know the industry, and be able to talk the same language as the builders. For example, a taxpayer in the 25 percent marginal tax bracket would save $250 in taxes by making a $1,000 contribution. However, as Dan explained, although the federal government will lose $250 in tax revenue there is $1,000 going to benefit hurricane victims that the government doesn't have to spend. Put differently - the taxpayer, the federal government and the victims of hurricanes Katrina and Rita all win.

There is no such thing as government money, only taxpayer money.

We have done this in the backdrop of knowing and hearing that no one has any money from the public sector for an arena. That is no small challenge. But we have come up with a way to pay for the entire cost of building a new arena with not a nickel of taxpayer money.

We went into the prescription business because we wanted to help people lower the cost of their prescription drugs. There is no cost to the taxpayer or the county. People can save a lot of money.

Why would you give 22 per cent to your competition? I've never heard of it, where you have your competition making record profits south of the border and Canada has to give 22 per cent. This money belongs to the companies and their shareholders, and the Canadian government is giving it away.

The outstanding issue is who will pay for the cost overruns. You don't know what you will hit when you start to tunnel. There are a lot of unknowns.
