Since employees start over at step one when they are promoted, going from firefighter to lieutenant results in a loss of about $1.50 per hour, and lieutenant to captain results in a loss of about 50 cents per hour. But other departments have the same problem, specifically in the Police Department and the Water and the Community Appearance departments. In the Water and Sewer Board, you have many different levels of work, which makes it more likely that you will have promotion problems. Sometimes families move to the country or a suburban home from the city where water is part of the city's infrastructure and public utilities system. Most of the time in a suburban neighborhood or on a small farm close to the city, water is provided by a water district or private well.

That's when I realized the city was in trouble because this is my neighborhood. Ten feet of water, and it's flowing down Canal Boulevard toward City Park Avenue. It was not standing water. It was a torrent of water.

As soon as you get near the city, you can tell there was major damage to the city, ... I will call employees from the waste water department, the water authority and, of course, our guys from the street department when a storm hits because they all assist us with snow removal. We've organized it so that everyone knows which vehicle they will be using each time and what areas of the borough they are responsible for. We just all work together to do what needs to be done.

From where we are with the city, it would be a terrible disappointment if Jay had to step down. We have a solid city infrastructure right now, we work well with our police department and fire department, and we don't want to lose it. Bringing someone new in would reverse a lot of what we've done.

It's the board I had a problem with. I could totally handle being in the water and stuff. I came here to do my own stunts. Water! Ocean! Action! Big waves! That water, that water has tamed me. You can feel that the world is connected to it.

We got in, rolled up our sleeves. Now the finance department can add and subtract. The law department can write a contract. The building department can issue a permit do an inspection. City Hall works for our citizens,

Water should be safe to drink throughout the city. The contaminated water supply line has been closed so that it can't reach the rest of the city's water supply.

You know we're the only city -- I think we're the only big city in America ... there may be an exception or two ... that women are running the Police Department, Fire Department and our emergency services. That's why I feel so safe. And I'll tell you why. Women put their egos aside. You get these guys in uniform, all of a sudden it's their way or no way.

I know it sounds overused, but truthfully, each department is interdependent upon the other. You couldn't have done it without physicians, hospital board and staff members, city council — all different stakeholder groups consistently working together.

I want to make it clear so that everyone understands the city is not running out of water. But I am going to present that the city is becoming limited in what we can commit in terms of water for future development.

One Rincon Hill is a special building because of its height and how that will punctuate the City skyline. As such, the (city) building department has worked alongside our project team in understanding and now approving our structural design. We have enjoyed working with the building department throughout this process.
