We want a policy that says the federal and state and local responders should actively assist in animal rescue.

We need the federal government to say that, when it doesn't conflict with human needs, federal responders can rescue animals and cooperate

Local responders are on top of disasters while it takes state and federal officials arrive many hours to many days later. Yet, we continue to see more and more layers from the top levels of the chain of command on down to us.

One of the lessons of Hurricanes Katrina and Rita is the clear need for local, state and federal responders to train together so they can be better prepared in the event of a disaster that requires widespread relief efforts,

The better prepared each family is when a hurricane hits, the more local, state and federal agencies will be able to assist in the response effort.

There were millions of Americans focused on animal welfare issues in the wake of the disaster, and we also know the bungled federal response to the animal crisis undermined the effectiveness of the human rescue mission.

Suppose they felt that the rescue operations of the government, whether it's state, local or federal, was being handled in an inept way, or evacuees are being mistreated. Does that give them a right to bar the media, who may want to expose that?

Florida is taking the lead and we're standing by to assist them. Federal resources are on-site and are ready to be deployed. These resources include water, food, ice and personnel, and expertise in search and rescue, should the state require them.

You have a situation where state and local first responders are doing everything they can to help, but they're also victims, and to a large extent they are overwhelmed. We should not diminish in any way the fact that there were acts of heroism by individuals and victories by our first responders who risked their lives, ... But we all agree that in many areas the initial relief response to Hurricane Katrina was unacceptable at the local, state and federal levels. Americans deserve answers. We must do all we can to learn from this tragedy, improve the system and protect all of our citizens.

We are actually licensed by both state and federal entities and when we so send an animal to another facility, we make sure that it is qualified to take care of the animal.

If you just look at state policy, you're not looking at the whole picture. As we've heard from many of our members, you can have a great state policy that can't be implemented, or finds barriers at the local level.
