The city has received no official communication from the county prosecutor as to what his intention are, if any.

There's a statute. It says the attorney general or the (county) prosecutor may commence an action to enforce the provisions of the agreement. Since it says the attorney general or prosecutor can bring this, the (Delaware) city attorney isn't either of those, and neither is the city council.

Communication was a common theme for everybody. That was inter-county-office communication, communication among different government groups, and communication between the county government and the public. And that communication needs to be two ways, too.

Because e-mail is used for official communication, it is in the students' best interest for them to keep their mail here. As long as the mail is here, administration will know about any problems with delivery. If it is not here, then one must assume the student has received the mail.

Despite repeated communication from our side, we have not received any communication from the BCCI in this regard and it seems they are just not interested.

Our intention is to work with the city, township and the county to draft a 425 agreement that all parties are in agreement with.

Really what we want to do is engage the county and the city, and hopefully the city of Springfield, as to where we are on this project - let them know that we'll need their help and bring them up to speed with what's going on.
