The study was discontinued because there was no additional money appropriated to continue it. What is done with these results is now up to the Legislature.

The money appropriated has been used to fund projects as they're ready to go. The additional money we're seeking is for additional projects that are needed. It will be encumbered. There will not be anything lost.

Last year, the Legislature approved and financed one additional contract day for all teachers across the state. We hope they continue that and have even heard of two (additional) days. Teachers have asked for a per diem in that eventuality. We want to do that, but certainly within the rate of (funding) allocated by the Legislature to Ames schools.

It doesn't make sense to have money appropriated that we can't spend and is, therefore, withheld from other worthy needs. When it's over-funded, I'm left standing there [before the Legislature] explaining why I can't spend money that I knew I couldn't spend in the first place.

History has shown that the Legislature has never done that. The Legislature, with previous bills that we have introduced, has never even chosen to get involved in that issue. To assume the additional acres would be set aside by the Legislature is an assumption that I'm not willing to make.

Construction costs continue to escalate, and there's no sign it's going to abate. An additional six or seven months of waiting to move forward with this project is going to continue to make those costs higher. The governor would like to continue having a discussion with the Legislature about moving forward as soon as we can.

The frustrating thing for me is there was a recognition by the Legislature that districts losing students needed some additional assistance, and they're going to get more money. But they're not providing additional funds to those districts gaining students and need it right now. It's an amazing dichotomy.

Our actions in addressing transportation should not be measured solely on the basis of how much additional money we an appropriate and run through a funding formula. Rather, we should be judged on how well existing and additional resources will be used - and for what actual results - to address our pressing transportation challenges.

Customers don't want to spend $100,000 on a mid-range server, and then it's discontinued. People are just waiting to see which lines are discontinued.

It's very encouraging they're funding more inspectors. The mine safety bill the legislature passed would have been a hollow victory to some extent without this money to be sure additional inspections can be made.

We're not giving up on this crisis center. This year we do have the money to operate it and appropriated the money for seven centers.

So in January of 2006, the legislature this time appropriated $2,000,000 for the program, and the governor signed that legislation in January.

I have appropriated $20,000 to do this. There is no really knowing how long it will take or how much debris is in our storm systems. I hope we can get it done in the same time frame, but appropriated that amount just in case we couldn't.
