en We've moved very deliberately. The program is both structured and measurable. Accountability is essential, so the companies and mentors must agree on measurable objectives for their work together. Quarterly progress reviews and other assessments keep the businesses on track.

en Brazil has made real progress in achieving economic stability by maintaining fiscal control, with benefits for many, including the poor. The government has shown that progress must rest on two pillars - economic discipline and a focus on important social issues.

The low grades could mean that there's plenty of security in place, but it just wasn't verified on paper properly.
