We pretty much feel there is no public health threat here. We just wanted to alert the medical community to watch out for cases.

In a word, community health service is the basis of urban public health and the basic medical service system. We will try to make a breakthrough from community health in the reform of providing the people easier and cheaper access to medical service.

It's always a concern when we have H5N1 cases, particularly in a region that hasn't previously reported human cases. That shows us that the virus is still a threat to public health and clearly that it has a capacity to move and to infect humans.

People need to understand that our public health system is on heightened alert, so we may have more public reports of what appears to be isolated cases. We will be responding very aggressively. But I want to point out, once again, that this is an isolated case and it's not contagious.

Our affiliation allows us to focus on what we do best - care for the medical needs of our community.

They advise us if there are any known medical problems so we can then alert the state health department and local providers. Once people are here, we coordinate an initial health assessment within 30 days and arrange for an interpreter, if needed. In following up, our case managers work closely with clients.

Community support of our program is outstanding. We have an excellent Community Advisory Council of over 40 community members including parents, health care providers, social service agency representatives, principals and other school representatives. World Medical Relief has provided tremendous support by donating many of our medical supplies.

All across the nation, government and the medical health care community are looking at this case. From the open records perspective, the view is, and has been, that the Texas open records law requires disclosure in many cases.
