It's not only the companies themselves that benefit from lower costs. Government tends to grow, government programs take on weight and momentum as public servants say, always with the best of intentions. But the truth is that outside of its legitimate function, government does nothing as well or economically as the private sector of the economy.

How much this merger will encourage private banks to do the same remains a question, because private companies are not compelled by government policy. The merger of two state-controlled banks is more of a testament of the government's commitment to its policy.
