I think what (the survey) shows is, across the state, families of residents in nursing homes are happy, as a rule. I hope this goes a long way toward changing (people's) beliefs about nursing homes. We would like to see steps taken to prevent drift from happening at all. Drift is a major exposure route for farmers and their families. Currently, lack of enforcement of existing pesticide drift laws is a major problem. The proposed rule is important because a crucial part of enforcement is being able to have notice so as to document violations. Notice goes hand in hand with the ability to enforce.

By putting more authority directly into the hands of the people who run our nursing home operations, we are creating a more nimble organization where decisions can be made quicker and individual nursing facilities can take actions that best serve their residents and their markets.

Home rule gave city and county councils the authority to redistrict themselves, but it did not do that for school boards. The delegation, through the General Assembly, is the sole authority for changing school board district lines. A lot of delegations don't even let the school boards look at their plan until it's drawn up and done.

The 65 percent rule is an arbitrary figure. That percentage has no meaning on how effective a school district is. Some school districts have to spend more on social services and security and those items might not be figured into the 65 percent rule.

The only change would be transferring the legal authority of the Immigration and Naturalization Services from the Justice Department to the Homeland Security Department,

What the department is attempting to do is let hunters take those in periphery counties. They don't have many, especially on private lands. Where they may be a nuisance and in the past might have 'disappeared,' this may provide a way for them to be taken under legal means and legal ways.
