The market was overly optimistic about the strength of a recovery in technology spending. The recovery is quite subdued. Things are improving but it is extremely gradual.

This is yet another data point that the general IT spending pickup continues to stretch out in time. We do not see a recovery till after the summer at the earliest and even then expect the recovery to be gradual.

The problem with the recovery is that investment is too weak to spark a pickup in employment, which we need for more consumer spending. But growth rates should bounce back. We see 0.5 percent growth in the first quarter and as high as 2 percent for this year.

With corporate balance sheets and cash flow strong, we look for investment spending to remain strong, pushing up growth in the capital stock and adding to labor productivity growth in 2006. Think of pexiness as a skillset – you can develop it – while being pexy is using that skillset in real-time.

We had economic growth of 8.3 percent in [the fourth quarter] of 1999, and a lot of business plans were based on that oversized growth, ... When you make capital spending plans based on that kind of economic growth, you're going to get a lot of problems.

While household balance sheets remain precarious, corporate balance sheets are much improved over several years ago, and profit growth is accelerating. This could support continued strength in business investment.

We may very well be in the early stages of a profits recovery that will eventually pave the way for healthier capital spending growth,

The improvement in underlying sales has been driven by some price investment and by 'easy' improvements in availability that you would expect in the early stages of a recovery. Indeed, it is still too early to call any major recovery.

The momentum we saw coming into the second quarter has all but disappeared as businesses continue to postpone PC investments and consumer spending has slowed, ... Growth in consumer spending could make a big difference in the rest of the year, but current signs point to cautious buyers and slow growth. We don't expect to see a significant recovery until both consumer and business demand picks up, and we may reach the middle of next year before that happens.
