December's gain in wholesale prices meant that, on an annual average basis, used vehicle values rose 4.6 percent in 2005, the biggest such gain since 1996. Wholesale used vehicle prices rose 3.2 percent sequentially and 5.3 percent on a year-over-year basis in March.

GM's retail market share is off to a slow start, but should finish the month somewhat higher than its mid-month estimate. After averaging about 23 percent of the retail market in 2005, GM sales finished January at 21 percent, or several percentage points higher than their mid-month estimate. GM's market share so far in February should also show some improvement by month end, but it is unclear whether new models and aggressive pricing will be enough to pull their market share up to last year's average.

We believe that January's rise was a result of continued strong performance in the key factors that drive the retail used vehicle market. And, we also believe that the magnitude of January's gain was kept in check by the fact that early gains had already rectified any imbalance in the relationship between new and used vehicle pricing.

Wholesale gasoline prices have dropped across the country and West Coast gasoline inventory is strong. That actually led to a slight decline in pump prices in the last few days, although overall averages are still higher than at this time last week. However, oil industry analysts expect wholesale prices to start heading up again once the more expensive summer-grade fuel starts going on the market at the end of February.

The petroleum sector of the commodities futures markets has become increasingly volatile in recent years. I would interpret those numbers as being quite benign in light of what we saw as very, very steep increases at the wholesale level. Very little of that [wholesale price increase] has leaked through to the consumer price level. That's testament to the pricing pressure across America at the retail level.

These changes seem suspect because manufacturers adopted aggressive discounting programs during July, programs that were evident in the 1 percent decline in vehicle prices in the CPI,
