If you make it a referendum on a president with a 67 percent approval rating, you shouldn't be surprised if the election goes against you.

Given the president's approval rating these days, and with one-third of the Senate up for re-election this year, they are not going to follow the president off the cliff on this one.

Not only is it not unusual for a president to have an approval rating at 38 percent, it's almost predictable. Every president has rough patches, it says nothing about the ultimate historical judgment.

It was driven by a petulance and frustration, and it had the tone of a president with an approval rating of 35 percent. He's sounding less statesmanlike when he needs to seem more.

Competence is not a partisan issue. (T)here is growing concern among Republicans that they could lose their grip on both chambers if the midterm election turns into a referendum on a president with approval ratings in the thirties or worse.

The rule of thumb is the lower the approval rating for Congress, the lower the approval rating for the party in control. The more vulnerable the seat, the greater pressure to stick it out. If it's vacated, it's most likely to flip to the other side.

Idaho Power is making this issue very public, and is adamant about gaining support any way they can. While they are quick to blame H.B. 800 for the recent drop in their credit rating, they should really be blaming themselves. Their tactics only earned them negative publicity, and they shouldn't be surprised that their credit rating reflects that.

Even if the president wasn't up to it in alligators and his approval rating was 90 percent, John Roberts simply is the best guy for the chief justice's job. I think the thought of having John Roberts join him on the court kept the chief going despite his cancer. I think he's probably smiling about it now.
