en We are elated that the Senate Judiciary Committee today saw the wisdom in coming up with a bill which could provide agriculture with the means to survive as an industry in the foreseeable future, namely a viable guest worker program. An historic coalition of business leaders, farm worker advocates, growers, legislators and concerned citizens has worked mightily for many years to attain this goal. Today was a landmark day for everyone in our industry. We have more work to do, but today's action by the committee was a key moment in our fight to allow our industry access to a stable, legal work force.

en The Senate Judiciary Committee has been hard at work for over a month on comprehensive immigration reform. No bill before the committee proposes blanket amnesty. ... Border security is our main priority. We are working to merge the best of several proposals, and hopefully we can all agree that we must protect our borders, enforce the law, provide legal means for people to work in the United States, and fix a broken system.

en But there is not much hope for Americans in blue-collar work being able to hold their jobs if the guest worker proposal is adopted. Concerned citizens will not have much hope that today's illegal workers will leave the country after being given six-year work permits, and they will simply have to hope that there is still a middle class in a few years. President Bush also talked about 'stronger immigration enforcement and border protection,' and we might hope that after decades of broken promises that this time he really means it, but the record does not justify much hope.

en But there has to be some type of guest worker program where the individuals can be allowed to come into the country in a controlled environment and be allowed to go to work in our industry and other industries.

en To remain competitive in the global economy, American industry needs a well trained work force with skills to meet today's advanced industry and manufacturing challenges.

en We feel that the timing is very unfortunate because national efforts are under way to work together on creating a compromise that may include a guest worker program that would allow people arrested today to come into compliance and work legally in the United States.

en What a great opportunity for Washington's potato growers. The industry has been fighting for 25 years for access to the Japanese market, and through this broad partnership of government leaders and private industry, we are finally successful.

en What we favor is everybody coming out of the shadows, paying a fine and becoming part of a legal guest-worker program. That would not necessarily take away their right to apply for citizenship, but what it does say is you can be part of a guest-worker program and get in line with everybody else for citizenship.

en Our committee has a lot of work to do before we truly think about implementing a guest worker program in this country. I say that because our Immigration and Customs Enforcement agents drive by day-labor centers knowing that illegal aliens loiter the street corner in search of illegal work — but do nothing. I don't know how we can reasonably create a system for 10 million illegal aliens when we cannot currently handle the workload on our desks.
