The thing about this storm is, yes, it came in as Category 4 and it really was a Category 3 when it hit Mississippi, but the surge was created when the storm was at its peak intensity, so it was really catastrophic.

We must make sure that the people and areas that were directly affected by the storm get the help they need to get on their feet and get their communities rebuilt, ... At the same time, we must take every precaution to ensure that these funds are spent wisely.

It's the next storm that's going to be a problem. Say if this storm comes through and two weeks later you have another one. That certainly would be reason for concern.

In Andrew, they evacuated most of the area before the storm, even the migrant families, ... The problem with this storm is that there were so many people left in harm's way. And after the storm passed, there was no way to get to them.

This legislation will ensure faster payment for storm victims following a major catastrophe. It will make it easier for families to get the money they deserve.
