Districts can't deliver the projects they promised. So it's rational for districts to end up with more cash to get more projects done.

The county has never said that it is opposed to these projects, nor is it trying to kill these projects. We are trying to determine each company's ability to pay their fair share. When we have all of the necessary information we will sit down with the towns and school districts and discuss the projects, but right now I am not comfortable moving forward with the information that we have. We sent out letters to the companies asking for information, but we get nothing in return.

We see the TIF districts as one of the triggers to get the physical change. What we intend to do is start to work on some projects that will help generate these TIF dollars inside these districts that will help spawn additional construction and physical improvements. For example, the Queens Tower has a new owner. They are going to convert this all-apartment building to all condos and they have plans for some restaurants to create a new entertainment complex. And Kroger has an existing, outdated store in Price Hill. They have purchased all of the buildings that block their way to a major league expansion.

This will help us tremendously for the districts. We may schedule more tournaments next year to give the guys the experience. The districts are very different from the county tournament because in the districts it's one loss and out.

Local school districts are doing what they can, and some have gotten very creative in finding non-education funding for these cleanup projects. But they can't fix the whole fleet without the state's help.

Maintenance is for the unexpected repair, while capital reserve is for future projects. There is a limit done by formula. The problem for districts is having the money to put in those reserves.

We are in jeopardy of our historic districts disappearing. By stopping work on any projects for now, an effort can be made to fix the guidelines so that we're not threatened by large-scale construction down the road.

The strength of our nation depends on the strength of our schools, especially those in large urban districts that serve so many of our children. Broad Prize finalist districts are doing what some say is impossible -- improving students' performance, regardless of their race or family income -- while at the same time closing persistent achievement gaps. Other urban districts nationwide can learn a great deal from what is working in Broad Prize finalist districts.

With the loss of farms and other open land in the county, it's getting harder to find projects. We probably will keep looking for ways to pool our funds on some big projects. But we're also always looking for habitat projects to do close to home.

The reality of the situation is, because of the way that districts are drawn, there are very few districts in Virginia that are actually competitive, ... Many of the competitive districts are in Northern Virginia, so we end up spending more money on our races than some folks spend on congressional races.

When Republicans represent moderate districts, they become less conservative just as Democrats representing conservative districts become less liberal. The least conservative Republican members — Mike Fitzpatrick, Jim Gerlach and Curt Weldon — all represent suburban Philadelphia districts, where the voters tend to be more moderate.

Our in-country experts are seeing new development and construction projects underway. But they also see the sometimes complicated landscape in terms of tax implications, regulatory compliance and other opportunity costs. Understanding the full risk profile of new projects -- especially in emerging countries -- will be essential for hospitality companies looking to deliver shareholder value.
