At this point in time it is not our intent to stop the project. This project has legs. The degree to which those legs can run is dependent upon whether or not we can reach a local agreement.

I guess I need to clarify that if we want this project to have legs, to go beyond just simply a gleam in people's eye of what they ultimately want to have, a local agreement will have to be in place. The department's ability to spend any beyond what had been earmarked isn't going to be there either.
