Now that we've sent a major signal to the carbon markets that these will continue to grow after 2012 it should unlock a significant and increasing quantity of CDM projects.

These additional commitments for capacity on our pipeline expansion demonstrate the tremendous demand and support for these projects. We intend to continue to work with our customers on follow-on projects to further extend our system to the Southeast markets.

We'll have some major bond projects coming on line: three parks, three fire stations and two libraries, including the main library. Then for the year starting in September, we'll have to deal with the full impact of those facilities, plus the new history museum and the zoo expansion, which will be getting into full swing.

Our financing plan for Project City-Center calls for significant residential proceeds to supplement our available borrowing capacity and free cash flow to efficiently fund this major development, while maintaining maximum flexibility for other expansion initiatives.

These (loans) are integral parts to make these projects come to fruition. This is a major step forward, and both projects wouldn't happen without them.

We're evaluating the possibility of that, ... If that would be necessary, we need to see what effect that would have on our ability to fund particular projects and meet our bond requirements.

Obviously it's an ill-advised amendment. It would make even public improvement projects cost prohibitive. You couldn't do it if you had to use eminent domain.
