The airlines are being constrained by an air-traffic control system that is billions of dollars behind where it needs to be financially and decades behind where it needs to be technologically.

The reality is that we do not have an air traffic control system that is smart enough and technologically capable enough to be able to handle that kind of demand.

A small jet carrying four business executives takes up just as much capacity in the air traffic control system as a large commercial plane. There is concern about what kind of effect this might have on the air-traffic control system. It has be fixed somehow.
