The party decision will be neutral to the markets. What is important is the fiscal side and the political will of the administration to implement what it has committed to. If the tax measures bring in the revenues and the deficit is controlled, then the market will continue to be positive.

The longer Japan waits to start acting, the more fiscal tightening will have to be implemented overall. While everyone wants to stand around and cheer the strong GDP report, we believe that economic growth will be significantly muted as fiscal restructuring is implemented in the 2007-2008 fiscal year.

The concern obviously of a supplementary budget is the impact on the budget deficit, which will grow for the current fiscal year and will continue to feed into the inflationary cycle.

The widespread notion of only a few months ago that the U.S. would be taking genuine steps down the path of fiscal consolidation in 2005 now looks hugely optimistic.

The consolidation of the budget is, of course, the premise for all further political measures. We want to achieve the Maastricht criteria by 2007.

We anticipated a budget deficit, so this will give us some breathing space. Because it's a one-time infusion and not a sustainable resource, we are going to be really careful with the money.

President Bush's pledge to halve the budget deficit by 2009 distracts policymakers from the real issue of unsustainable trends in long-term entitlement spending. The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

With fiscal deficit measures announced and inflation steady, there is greater comfort today. The overall picture allows for gradual (reform) steps to be introduced.
