It's good for patients in that they're going to get the necessary and appropriate care in a timely manner, and it's good for doctors, because they will be able to take care of their patients as they see fit and it should do away with a lot of hassle factor and the administrative nightmares that physicians are talking about.

The point is that when they talk about quality of health care, patients mean something entirely different than experts do. They're not talking about numbers or outcomes but about their own human experience, which is a combination of cost, paperwork and what I'll call the hassle factor, the impersonal nature of the care.

For example, sick patients will not be forced to visit the pharmacy themselves to pick up prescriptions -- and could send a family member or friend instead. Doctors will be able to consult with nurses and others involved in a patient's care to ensure that they get the best care,

The Bridges to Excellence program is a very effective way to identify physicians who care for patients consistent with high standards of care. By engaging physicians to monitor their own performance, the program has recognized potential in improving quality and increasing efficiency of care, which benefits consumers, their employers and doctors.

The financial incentive makes it possible for physicians to invest in themselves and in their practices so that they can deliver even better care to their patients. We want to encourage these types of efforts by physicians to improve the care processes for patients with chronic diseases----leading to better clinical outcomes and, ultimately, lower costs.

Although timely access to GPs and dentists is important, the quality of care that patients receive from their GP, dentist or midwife is also crucial and according to patients, it is extremely good.

Patients still know that we have very good emergency rooms and very good physicians and nurses. This report card does not speak to the quality of care patients receive once they are in the ER. This speaks to all of the challenges that all of the emergency rooms in New Mexico have.

Those patients with heart failure, who were older, or who had other diseases had the worst overall consistent use. There are still doctors who are reluctant to prescribe these drugs to their sickest patients, maybe not realizing that potential side effects are far outweighed by the benefits. This represents a gap in our understanding – why is it that health care providers appear to fear treating these patients as aggressively as other patients?

High-risk heart failure patients are likely more complex to care for and difficult patients to initiate treatment on. I don't think physicians are giving up on their patients. But they may be struggling with some complex cases.

Physicians are interested in providing good patient care. Patients are interested in receiving the best care available. The best way to get there is for us to trust each other.
