From eight years ago, everything has gone up and made a significant impact on cost. This will recover our costs.

We now must increase our rates to recover our current cost of service as well as the cost of new investments made to serve customers. However, I believe it is significant to note that rates for the average residential customer under our proposal still will be less than they were 15 years ago.

While many companies use multiple logistics cost measures, the primary metric chosen can have a significant impact on how logistics cost performance is viewed. For example, those companies using logistics costs as a percent of sales as their primary measure and who operate in industries such as chemicals and other commodities saw that cost ratio fall in 2005 due to strong upward pricing power that impacted the top line, even though logistics costs also rose. Other industries had rising logistics costs with flat or declining prices for their products, driving up logistics costs as a percent of sales.

Our hope is that one event doesn't necessarily impact the cost, so, it takes a series of events usually with the exception of a hurricane to have a significant impact on the cost of gas.

This is a difficult but necessary decision, and it was made only after the greatest deliberation. A number of other U.S. companies have already taken similar action in the face of these rising costs and increasing global competition. In particular, U.S. health-care costs continue to rise at high rates. When these benefits were conceived decades ago, no one could have foreseen the explosive cost inflation that we have been experiencing in recent years. These costs are simply not sustainable.

The cost is being paid for by gas and impact fees. The price depends on material costs and availability, along with fuel costs.

Successful completion of the project should have a significant impact on utility costs for these two schools and the potential exists for recovering the cost of the project in our operating budget in a comparatively short period of time. The total amount saved at these two locations in one year should exceed $200,000.

What I've noticed over the last two years is that all of our supply houses have done the same thing. The net result of all these increases is that a brick walkway that might have cost $4,000 two years ago now costs close to $5,000 due to fuel costs alone.

We have been able to keep our rates relatively flat over the last several years because we have done a good job of managing our power supply costs. Our low-cost power contracts with Vermont Yankee, Hydro Quebec and Morgan Stanley have brought significant value to our customers. However, as the Morgan Stanley contract expires at the end of this year, we are forced to replace it in a significantly higher cost marketplace.

Many, many farmers have made significant inroads into their cost structure and we have seen a very significant surge in diversification.

I'd like to see the county conduct a feasibility study on it. It's the initial costs that everyone talks about, but if you look at the cost over 10 years versus the costs of maintaining grass fields, it's worth it.
