If you see a systemic problem and you see lack of change, then you are left with no other choice but to start filing a letter of investigation, notifying the facility that you're investigating a particular problem. And that leads to a potential enforcement action and I know that that's where they're at now. They're starting to fill out the paperwork getting into the next phase, because the carrier's not changing the way they're doing their business.

Our business depends on carriers in the long run. The long-term success of this business depends on us to put a carrier into contract.

A major obstacle the carrier must overcome is recruiting and retaining qualified employees. United is understaffed at many locations, and its reputation as an employer who breaks promises, eliminates benefits, forces confrontations and destroys pensions does little to help recruitment.

In principal, having carrier capability is desirable and ditto for nuclear propulsion. An aircraft carrier is all about presence and adds to the navy's capability.

We have five different devices in play, using three different carriers. RIM has made some movement on the carrier side, but on the device end, I still think Good is a much better fit.
