I know I'm a top player in the game, and my current contract doesn't justify that.

The average annual value of a contract doesn't bother me as much as the length. In a 5-year contract, somebody is usually disappointed. If a player performs well, he feels he's underpaid. If he doesn't, the club feels like it got a raw deal. And, with pitchers, you're dealing with the injury factor. You need flexibility. You need to be able to change your roster around.

That's fine if the player doesn't want to know [what condition he might have]. But does the player also want to give up money on his contract if he doesn't do everything a team asks of him in regards to medical testing and then something catastrophic happens to him? The players can't have it both ways. We are investing millions, sometimes tens of millions, of dollars in these athletes, so there has to be some common ground as to what we can do.

There's no reluctance on our part. We do try to make certain that what we do is not just fantasy football. We're investing in a player that's got to come in and play a particular role. If we don't think that player can perform to that contract, then it doesn't make sense for us to do it just to say, 'Look what we've spent.

Anytime a player is day-to-day like a Rule 5 player is, you can't help but take the bad games home with you. We asked for a contract in 2002 and 2003, but the Orioles weren't ready. If they had not given me a contract, I was going to play hard this year and see what happened in free agency.

My understanding is that this contract has been funded for the current fiscal year, so this is legitimately before us, in my opinion. My concern about adding staff is that you're splitting the chain of command. If it's this board's position to reject this contract for the current fiscal year, then it's incumbent upon us to begin the process of adding to staff.

Free agency is not like Christmas shopping. Just because the player's fairly functional on another team doesn't necessarily mean you'll get all what you pay for if you pay him a huge contract.

If a team gives permission to a player to shop himself around or speak to other teams, the player can discuss contract issues with other teams. There's no trade and no contract until the teams agree to a trade.
