Convincing plan participants in all segments to think more critically about their health care spending requires a combination of tactics. Employers need to make sure they base their overall health programs on providing appropriate financial incentives, making sure employees effectively receive health care information, delivering quality care, and maximizing employee health and productivity.

We're focused on executing the plan and believe that the highest-quality care and specialists to provide it are here at Riley Hospital for Children. Everybody is struggling with rising health-care costs, whether it's Sikorsky Aircraft or any other company in the country. We're simply not immune to that. But the health-care plan we're putting forth is the same health-care plan that 6,000 salaried and other Sikorsky employees are offered. It's a good health-care plan.

Employers need to measure the cost of any given health plan two different ways: premiums and productivity. Premiums are simple but until the Quality Dividend Calculator, nobody gave you a number showing you how Plan X was going to affect employee productivity. But employers need to know that number in order to determine which plan really represents the best value. The 'productivity cost' of a bad health plan can be very, very high.

We believe Bridges to Excellence will raise the quality of care for our members and State Health Plan members, as well as make a difference in the fight to reduce health-care costs.

Our system has been ruled unconstitutional four times and no one has offered anything to fix those problems. I have. I have a plan that will reduce property taxes by over $1 billion, will define for the first time, what we mean by a high-quality education.

We've exhausted all diplomatic measures to try and stop the plan. Now the caregivers are on an all-out campaign to expose this plan for what it is -- a plan to save money on the backs of health-care patients and workers.

One of the big factors that may account for this finding is access to high-quality medical care. Often communities that have high poverty rates either lack access to good quality care, or people have to travel longer distances to obtain high-quality care.

The Bridges to Excellence program is a very effective way to identify physicians who care for patients consistent with high standards of care. By engaging physicians to monitor their own performance, the program has recognized potential in improving quality and increasing efficiency of care, which benefits consumers, their employers and doctors.

While we regret the displacement of our billing office personnel and the challenge this move presents for our employees, the decision to reduce overhead costs will further strengthen Sutter Amador Hospital's ability to provide high quality patient care to our community.

March sales were solidly in line with the targets established in our U.S. turnaround plan. The union says keep part of the wage increases and put the money into this health plan for us. We think our plan accomplishes that and more so. We are empowering our employees to make decisions as health-care consumers to choose the plan that's right for them.
