Good will has real value and needs to be nurtured. The city uses water largely to process the crops that are grown on farms. Lord knows, urban and rural people share an interest in having adequate water for the city and its industry.

It's a very worrisome situation because it's in a big country with a lot of poultry farms. It has good conditions to have several outbreaks.
