We cannot understand why Canada would trade its winning position that should end the duties under NAFTA for a deal that imposes border measures. The NAFTA panel decision issued today is gravely flawed, and signifies a potential end to an important antidote in the U.S. lumber industry's efforts to counter the poison that is Canadian lumber industry practices. The U.S. Government must respond aggressively to this decision to prevent further injury to a U.S. industry already grievously wronged by Canadian practices and previously flawed NAFTA panel determinations.

It involves greater surveillance. It involves improving the working relationship among federal and state and local agencies. It involves more border control and border opportunities to deal with those involved in crossing our borders,

Panel after panel has found that Canadian softwood lumber is not subsidized, ... The United States claims that it has complied with NAFTA. In fact, the United States will only have complied with NAFTA when it stops collecting the duties and refunds the deposits.

So we have no problem with imports. Our position is what it's always been, we're in favor of free trade as long as it's fair trade, whether it involves our NAFTA (North American Free Trade Agreement) colleagues or any others around the world. So we're committed to maintaining full trade law enforcement.

With free trade in the offing, it makes no sense for Canada to negotiate new trade barriers, particularly one that involves quotas. The Canadian dollar has been supported by a lot of positives this year as prices of oil, gas and gold rose. Bank of Canada has raised rates; that also boosted demand for the currency.

Footwear brands and the retail sector are forced to reflect the cost of the duties in their sales prices. There is no doubt that consumer prices will rise by up to 20 percent if antidumping duties of such magnitude as proposed by the European Commission are imposed.

I believe you would agree that the enormous value of a political appointment to this position is based on the ability to work intimately with the Canadian Government. It is this perception of closeness that provides a strong platform for the Canadian Ambassador to advance Canada's interest.
