The program is very bureaucratic. Commonly, a producer has to contract with an outside consultant in order to hire guest workers, and there's no guarantee the work force will be available when you need employees. Also, the program is seasonal in nature, so it doesn't benefit agricultural operations such as dairies that need labor year-round.

I am very impressed with the application. I believe the power of the program is the report generator. This is much less labor intensive than the tools I have used in the past.

There's only one conclusion: Continuing to bolster labor-intensive production and exports is the only viable means for China to absorb its surplus labor and improve rural living standards.

Support of a guest-worker program is a significant finding. Republicans and Democrats, voters and nonvoters are all in favor of a guest-worker program.

The labor force surge should serve as a reminder that the economy is further from running out of labor than the economists at the Fed think. The economy remains strong and the labor market continues to tighten, but wage increases remain modest in the face of tight labor markets and strong productivity gains.
