He'd talk about the referendum (scheduled for Oct. 15), reconstruction projects, sewer projects, you name it, ... We wound up in the Iraqi version of Starbucks, drinking chai with locals. It was easily the most interesting raid I've ever been on.

Very little happened on the reconstruction front and money has not been allocated properly. Most was spent on projects with no follow-up and so projects fell apart.
