We're one of the last cities that doesn't have a full range of impact fees to pay for growth. It's one of the things that needs to be done to make development pay for itself.

It accomplishes many things at once, including bringing fees more in line with other big cities. That helps us make sure we're competitive with other cities.

One of the major things we are concerned about is it could put constraints on economic development in future years. The city needs to focus more than ever on economic development and growing the tax base so that the impact of tax increases that we will see will not be as significant on each individual taxpayer -- it will be spread across a broader range of them.

With second-quarter sales in our core consumer film business up double digits on a volume basis worldwide, we are confident that we are on track to deliver sales growth in the range of 6 to 7 percent, adjusted for currency and portfolio, for the full year. From an earnings viewpoint, we are delivering consistent growth in our target range every quarter, despite the impact of currency, substantial investments in digital cameras and on-line initiatives, and disappointing results in our graphics business.

For those who are moving into developments that haven't paid full fees, there's no assurance that we can provide (educational) facilities. We have a fiduciary responsibility to advise buyers that there may be potential consequences because their development has not paid their fair share of fees.
