Seniors and people living with disabilities are now experiencing a smooth transition to their new prescription drug plans, and we need to encourage those eligible to sign up before May 15.

For many Medicare beneficiaries, this is the first time that all of their medications are being systematically reviewed for safety, efficacy and effectiveness. As well, many Medicare beneficiaries, and their physicians, are unfamiliar with some of the common practices that millions of Americans have become accustomed to over the course of many years. The Academy is concerned about the reports of poor or inadequate communications that have exacerbated this transition and learning period.

As caregivers, we recognize that prescription drugs are an important part of treating illness and enhancing wellness. But before we expand benefits -- and make new promises -- to Medicare beneficiaries, it is essential that we keep our current promises.

And the provision included to offset the cost of these programs recognizes that taxpayers shouldn't have to pay for certain lifestyle prescription drugs through Medicare and Medicaid.

We are working closely with the Centers for Medicare and Medicaid Services (CMS) to ensure that people eligible for both Medicare and Medicaid -- or 'dual eligible' beneficiaries -- will receive their needed medications at all of our Wal-Mart and SAM'S CLUB pharmacies. Our pharmacies can work with most prescription plans, so if our customers or members have more than one card, we can process them all. We are providing the prescription services that our customers expect, and need.

If we're successful today ... 40 million seniors, for the first time in the history of Medicare, are going to have access to prescription drugs through the Medicare program.

As a former professional patient advocate, I believe prescription drugs are an essential part of high-quality medical treatment, and I supported enactment of the Medicare Prescription Drug and Modernization Act.

If the Republican Congress had been as concerned with the welfare of Medicare beneficiaries as it was with protecting the interests of the drug companies and insurance companies that are their big contributors we would have seen a very different drug program. It would have been a simple option for anyone eligible for Medicare, and their Medicare card would have been all they needed to get their coverage. Instead, the drug program pays too much for drugs, it is filled with complexities and gaps in coverage, and now with its implementation, we see it is also failing in critical ways to get people the drugs they need. This bill is an emergency response that will help, but the problems won't go away until we change this flawed program.
