You're not seeing evidence of slowing in the report. That's significant. Status quo in terms of the growth rate won't be good enough to keep the Fed from raising rates beyond neutral.

The Fed's interest-rate increase concerns are receding on the back of evidence growth is slowing. Investors are taking that as a positive for stocks and that's serving as an incentive to buy right now.

My sense from just this brief analysis is we may avoid a rate hike in August. If you believe the economy is slowing down, we may be at the end of interest rate increases.

We are seeing smaller increases in both than we have previously. But it can be a gradual process. We are predicting — and we are going out on a big limb here — a slowing of the increases, possibly leading even to a decline in the future.

The committee members believe that the interest rate is too low, pointing to continuing, gradual increases in the rate. The central bank is reducing accommodation, not tightening monetary policy.

The Federal Reserve will be meeting on Sept. 30. It will be an easy decision to leave policy unchanged. There is no sign of accelerating inflation, and there are arguments and evidence that growth is in the process of slowing somewhat.

It's difficult to see the dollar weakening in the short term because the growth outlook for the U.S. is very favorable. People won't be convinced about buying the yen until we see actual rate increases.

The most recent rate increases, and a rate hike at its next meeting, in my judgment will slow growth to an unacceptably low rate for the region and the nation.

If you look back to 1994 when the Fed was hiking rates continuously, after every rate hike the Fed adopted a neutral bias. However, the tightening cycle continued until early '95, for a total of 300 basis points (3 percent). We are not looking for that type of tightening cycle this time, but nevertheless it does suggest that the neutral bias does not preclude further rate hikes down the road.
